巴黎街头染血 身为台湾人必须知道的事情

法国巴黎周五晚间爆发连环恐怖攻击，造成至少129人死亡，原本优闲浪漫的巴黎街头，
在这一个晚上充满了血腥暴力、尖叫哭嚎以及仇恨，为什么恐怖分子特别仇视巴黎？又为
什么离法国9855公里远的台湾应该要关心这件事？
【事件规模】
本次恐怖攻击事件是继2001年美国911后，欧美受到最严重的攻击事件，受到恐袭影响，
法国总统欧兰德除宣布全国哀悼3日，全国维安升级、实施宵禁、关闭所有都市设施，连
知名景点艾菲尔铁塔也宣布无限期关闭，此次事件后恐让欧盟重新思考申根区规定，未来
欧洲能否持续畅行无阻？巴黎事件投下很大变量。
【叙利亚难民处境】
叙利亚内战爆发国际难民潮，基于人道救援，大批的难民被安排前往欧洲安置，由于消息
指出，可能有中东恐怖份子混在难民中渗透到欧洲，经过昨日恐袭事件后，法国已经宣布
紧急关闭边境，波兰政府隔天也跟进，表明不会再接受欧盟日前定下的难民收容配额，让
叙利亚难民处境更加困难，流浪的难民们该何去何从，世界又会用什么眼光看待他们，也
是这次恐攻所造成的冲击之一。
【犯案动机】
这次的恐怖攻击行动之缜密，很显然是经过长时间的计画而为之，至于为什么会挑上巴黎
，外媒与恐怖组织提出相关理由，IS透过网络发表声明“法国及其支持者将保持在IS目标
清单的最顶端。”“只要他们(法国)继续身处在‘十字军行动’的第一线，辱骂我们的先
知、夸耀对伊斯兰发动战争、用战机在哈里发的土地上轰炸穆斯林，那死亡的味道就不会
离开法国人的鼻子！那些战机在法国的街道及腐败的小巷，完全没有用处。”；《每日电
讯报》分析指出，法国除了派兵在全球剿圣战士外引发激进组织不满外，上周欧兰德还宣
布将派出航母进驻波斯湾，帮助打击“伊斯兰国”(IS)，法国拥有全欧洲最多人口穆斯林
，还立法要求穆斯林不得戴面纱，法国监狱内有约70%囚犯为穆斯林(未获官方证实)，许
多穆斯林缺乏工作机会，赴叙利亚后回国发动攻击。
【国际反恐行动将升级】
身为国际“老大哥”的美国，总统欧巴马第一时间就在白宫发表简短演说，谴责“这是对
全人类的攻击”，并誓言将和法国并肩，将元凶绳之以法，美国带头声援，势必将带动世
界各国政府一致共同反恐，联合国发表声明称巴黎恐怖袭击“残忍、是懦夫行径”、中国
国家主席习近平谴责恐怖袭击巴黎是“野蛮行径”、美国和俄罗斯虽然在许多问题上存在
分歧，但此次均对法国总统欧兰德表示支持，俄国总理普丁对欧兰德和法国人民表示慰问
之情，欧盟伙伴英国以及德国也都对法国表达慰问，并承诺会全力给予协助，这次对法国
的攻击，势必将会让全球反恐行动更加升级。（张鈜闵／综合报导）

从另一个角度思考恐怖攻击的意义。以下摘译这篇国外的文章观点，和大家分享，一同思
考。
“事实上，伊斯兰极端主义恐怖攻击的最大受害者往往是其他穆斯林，而遭到西方国家反
恐行动所杀害的也都是一般穆斯林，因为我们无法辨别这两个不同的群体。
巴黎恐怖攻击的受害者和受害的穆斯林唯一的差别在于，这些穆斯林早就已经活在持续的
恐惧之中，并且他们的死伤不会受到世界的关注与悲悯。
可悲的现实是这种攻击只会不断增加。
你没有办法阻止几个人带着武器和一个扭曲的意识型态去伤害别人，正如同你也没有办法
阻止美国或是澳洲军队，以商业、战略或政治利益进行屠杀。
西方人现在终于稍微尝到其他国家人民几个世纪以来所经历的恐惧与苦难的滋味。
同情或支持法国人是好事，但更好的是同情和支持世界各地所有恐怖攻击的受害者，尤其
是那些受到西方世界培植的恐怖主义伤害的受害者。”

全世界试图把伊斯兰教跟恐怖主义视为两件事，是在否认伊斯兰恐怖主义存在的现实。在
伊斯兰国（ISIS）用古兰经的神圣文本来合理化其暴力的同时，假装这种暴力行为与伊斯
兰信仰毫无关系，是极其虚伪的。
我们知道，ISIS是伊拉克和叙利亚内政纠葛的向外延伸，由阿布楔琤d尔楔畬皝F迪（Abu
Bakar Al-Baghdadi）建立于2013年4月9日。当然，这个政府的存在仍然是片面的，因为
无论是伊拉克、叙利亚或其他国家，都不承认ISIS的存在。
近来，ISIS持续因为违反伊斯兰教和人权而引起注意，他们的罪行罄竹难书。可悲的是，
这也暴露了人类的集体失败，无法适当地回应极端主义。一直以来，都是ISIS在设定议程
，并在过程中凸显我们的无能。
举个例子，ISIS逼迫无数伊拉克的少数民族亚兹迪（Yazidi）妇女成为性奴隶，ISIS声称
此等作为历史悠久。这种说法是极为荒谬且错误的，事实上，如果回归伊斯兰的基本教义
，上帝创造人类的的自然状态应是自由的，他们的说法侮辱了基本教义。这是根基于伊斯
兰教的第一支柱（信仰的声明）。所有人在上帝面前皆为平等，他们的优劣只从行为来区
分。
事实上，古兰经主张要把人类从这个古老的束缚解放出来，呼吁公正和人道的对待奴隶作
为人而非财产的权利。它还鼓励释放奴隶，以表示对神的敬拜。奴隶制在全世界都属非法
，如果我们认为“解放”是伊斯兰教最重要的价值，那我们就不应该复辟奴隶制度。
那么为什么，ISIS这样的组织可以用过时的教条，来合理化谋杀和强奸，还同时创造他们
拥有宗教合法性的假象？
问题在于，如ISIS这种组织，故意挑选出一些过时的习俗，再蒙上以伊斯兰的面貌来合理
化他们的行为。今天穆斯林世界争议的问题核心，在于ISIS故意混淆视听，试图利用对教
义的错误认识，推动他们自己的议程。
然而，尽管一些穆斯林学者表示谴责ISIS的谎言，其他人对于是否该废除这些令人发指的
行为，多半保持沉默，或是更糟的，他们认为穆斯林不该要求太多，否则便是犯了罪。已
经过时的做法，就应该走入历史。现代的奴隶制，例如纳妾和人口贩运，都是可憎的行为
。
事实上，伊斯兰宗教从未停止改革，希望将其规范和文化习俗提升至接近古兰经当中自由
和平等的理想。因此，追本溯源伊斯兰教的原始本质，是为人类带来尊严、为世界带来慈
悲，并在我们所居之土地建立正义。伊斯兰教应该是一股新鲜空气，是世人免于战争和迫
害的避难所，免于宗教或世俗统治者的压迫。
穆斯林必须尽一切可能，摆脱厌女的、疯狂的、令人发指的，却伪装成伊斯兰教义的行为
。穆斯林们也必须更努力地、不厌其烦地向大众解释，何谓伊斯兰真正的教义，而不只是
对个别的极端主义组织表示愤慨。
伊斯兰教的核心是关于思想自由，任何违背思想自由的举措，都违背了神的意志。古兰经
上说，上帝主持正义、善良和宽宏，他禁止一切可耻的与违背常理的行为。伊斯兰律法并
非是一套根据几百年前订下的规则运行，毫无弹性的铁板一块。相反的，这是一套灵活、
动态的规则，能够与时俱进，完全兼容于现代的人权框架。
伊斯兰教的理解，必须基于信仰本身（古兰经和圣训），并永远选择站在被压迫者和在苦
难之中的人身边。

Please, Separate ISIS from Islam

The world is in denial about the reality of Islamic terrorism by trying to deh
ypenate the two of the Islamic part from the terrorism. At the time when the I
slamic State of Iraq and Syiria (ISIS) or simply Islamic State, uses the holy
text in the Qur'an to correct their violent measure, it is disingenuous to pre
tend that this violence is unrelated to the faith.
As we know that ISIS was outward from the flare of internal politics betwen Ir
aq and Syria. Was standing on 9th April 2013 and Abu Bakar Al-Baghdadi as a Ch
aliphate or leader. And of course this goverment still is unilateral because b
oth in the country of Iraq and Syria or other countries not admit the existenc
e of ISIS.
Lately ISIS continues to make news by violating Islam and human rights. The li
st of horror is a long one. Sadly, it also exposes our collective failure as h
umanity to respond appropriately to extrimism. ISIS is setting the agenda and
highlighting our ineptness in the process. Take, for example how ISIS has been
forcing ethnic Yazidi women into sexual slavery, they "ISIS" sais it rooted i
n historic precedence . Absolutely, that this claim in absurd and false. The t
urth is that from a doctrinal, Islamic prespective is as an affront to the nat
ural state of the freedom in which God created human beings. That is tied to t
he first pillar of Islam (declaration of faith). All human are equal before Go
d and are distinguished only by their own good action.
Indeed, the Qur'an advocated for a departure from this age-old practice of hum
an bondage. Calling for the just and humane treatment of slaves as human being
s and not property. It also encouraged the act of freeing slaves as an act of
worship. Slavery is out lawed throught the world and should never be reconside
red if we accept liberation as the most important value of Islam.
So why, that groups such as ISIS can used outdated dogma to rationalize murder
and rape , create a facade of religious legitimacy?
The trouble comes from the fact that organization such as ISIS etc cherry pick
tribal custom, then apply an Islamic veneer to rationalize them. And it is th
is deliberate muddying of reality that lies at the heart of struggle od ideas
within the muslim in the world today. ISIS try to exploit mis understanding of
doctrine to further their own agendas. Yet while some muslim scholars have sp
oken out against ISIS's false claim. Other are either silent on the issue of a
bolishing such outrageous practices or worse.They suggest that muslims are com
miting a sin by demanding. We abandon practices that should be consigned to hi
story. Modern form of slavery, such as concubinage and human traficking is an
abomination.
Indeed, Islam as a religion developed as a religion for reforming society and
to elevate its norms and cultural practices closer to the Qur'anic ideals of f
reedom and equality. So to go back of the original essence of Islam is bring d
ignity to humanity. To bring mercy in the world, and to establish justice in t
he land within which we reside. Islam should be seen as a breath the fresh air
, a refuge from war and persecution, whether at the hands of religious or secu
lar rulers.
Muslims must do everything they can to break away from misogynist , maniacal,
maddening practices that are dressed up of Islamic. And Muslims must consisten
tly do more to define Islam to the broader publics, rather than simply respond
ing to each outrage by an extrimist group.
Islam is about free thinking and anything that runs counter to such freedom of
thought, runs counter will of God. As the Qur'an states that God command just
ice and goodness and generocity, and He forbids all that is shameful and what
runs counter to reason. Islamic jurisprudence is not a rigid and immutable law
based on unchanging rules written centuries ago. Instead, is a flexible and d
ynamic jurisprudence that is fully compatible with the modern human rights fra
mework.
Mainstream, understanding of Islam must be seen as the standart-bearer of the
faith (Qur'an and Hadith), and on the side of anyone who oppressed and suffer
ing.
