The dramatic events of recent weeks – the bitter political deadlock over the
Cross-Strait Service Trade Agreement (CSSTA), student occupation of the
Legislative Yuan chamber, and massive protest demonstrations – have
presented Taiwan’s young democracy with one of the most serious tests it has
ever faced.
But assuming, as everyone hopes, that the crisis eventually comes to a
peaceful conclusion, the incident may also have its positive aspects.
Certainly it may be beneficial that so many citizens – including young
people who had tended to be politically apathetic – are showing such a keen
interest in public affairs and concern about their nation’s future. Although
much misinformation has been bandied about, recent events have still provided
an unprecedented opportunity for broad public discourse about crucial issues.
The crisis has also brought some valuable lessons. Perhaps foremost is the
need for government officials to engage in more public education and to
communicate more skillfully. It is not sufficient to hold public hearings and
post documents on official websites, and more effective means will need to be
found to get the government's case across to an often skeptical public.
Recent developments have also revealed the depth of public apprehension about
the prospect of domination by China. AmCham Taipei, although it has supported
cross-Strait economic opening over the years, has also cautioned about the
risks of over-dependence on any market, especially one involving all the
political uncertainties that surround the cross-Strait relationship. But
rather than Taiwan's forsaking business opportunities by restricting economic
activity with China, the Chamber urges greater attention to diversifying
trade and investment ties with other major markets. Particularly important –
in fact, vital for Taiwan's future prosperity – will be gaining entry into
the emerging Trans-Pacific Partnership (TPP) trade grouping to assure
continued access to key markets and provide an effective counterweight to the
pull from China.
But how can Taiwan achieve that acceptance and avoid economic
marginalization? An unfortunate reality is that the rise of China causes many
other countries to shy away from any actions that might irritate Beijing.
Without an Economic Cooperation Framework Agreement (ECFA) having been put in
place with China, Taiwan would have had no chance to sign free trade
agreements with New Zealand and Singapore, and it would not be mentioned so
prominently as a candidate for second-round TPP membership.
Scuttling the CSSTA would discourage other countries from responding to
overtures from Taiwan that would widen Taiwan's network of free-trade
partners. So would instituting an overly rigorous system for legislative
review of trade pacts. No country will wish to commit the time and manpower
to enter into the grueling process of trade negotiations unless there is a
high degree of assurance that the agreed-upon provisions can be put into
effect. It would be most ironic if the protestors' concerns about
cross-Strait trade agreements led to a situation in which Taiwan is even more
economically reliant on the mainland.

最近几周以来的重大事件，也就是海峡两岸服务贸易协议所引发的严重政治僵局、学生占
领立法院议场以及大规模抗议示威，使台湾年轻的民主社会面临历来最严峻的考验之一。
然而，若这场危机最后能够像大家所期望的和平落幕，这次事件可能也有其正面意义。众
多公民走上街头（其中有不乏向来对政治冷感的年轻族群），展现对公众事务的的高度兴
趣，表达对国家前景的关心，当然有其益处。虽然有许多错误资讯四处流传，近期的事件
也提供了前所未有的机会，让关键议题在大众之间广泛获得讨论。
这场危机也带来了一些宝贵的教训。其中最重要的一课，或许是政府官员需要花更多心力
向大众有效的说明政策。只是举办听证会、在部会官网发布文件是不够的；需要找到更有
效的作法，让抱持怀疑的民众清楚了解政府的理念。
近期的事件发展，也显示出台湾民众对于可能遭到中国主宰的忧虑程度。台北市美国商会
多年来支持两岸经贸自由化， 但也点出了过度依赖单一市场的风险，尤其它是一个会受
到两岸关系任何政治不确定性牵动的市场。但台北市美国商会并非主张台湾应限制与中国
的经贸往来，放弃商机，而是敦促台湾多注意分散市场，加强与其他主要市场的贸易与投
资关系。尤其重要的，是要加入跨太平洋伙伴协定（TPP）的新兴贸易集团，以确保能持
续进入主要市场，并有效抵消中国市场强大的吸引力。事实上，这也攸关台湾未来经济能
否持续繁荣。
然而，台湾要如何打入国际，避免台湾的经济被边缘化？一个不幸的事实是，中国崛起使
得许多国家不愿采取任何可能触怒中国政府的行动。正因为两岸签订经济合作架构协议（
ECFA），促成台湾有机会与新西兰和新加坡签署自由贸易协定，也会被纳入TPP 第二轮谈
判的主要候选名单。
两岸服贸协议如果无法通过，将使其他国家不愿回应台湾，扩充自由贸易伙伴的要求。制
定过度严峻的两岸协议监督机制，也会有同样的负面效果。若不是很有把握双方同意的自
贸条款能够生效，没有一个国家会愿意投入大量的时间与人力进行艰辛的贸易谈判。如果
抗议人士对两岸经贸协订的疑虑，反而导致台湾在经济上更加依赖中国市场，那将是适得
其反。
