《蒙特维多公约》第1条原文：
The state as a person of international law should possess the following qualific
ations:
(a) a permanent population;
(b) a defined territory;
(c) government; and
(d) the capacity to enter into relations with the other states.
我们小时候学的只有土地人民主权
主权其实很模糊啊
所以后来才变成形式上政府
实质上可以跟其他国家建立关系
可是这样一来我们在d)就不好说
这要看人家承不承认
所以现在课纲虽然还是变成四要素
人民领土政府跟主权
但主权还是模糊的
