This study contributes to the risk governance literature by analyzing the
relationship between collective bargaining rights for firefighters and
firefighter fatalities in the United States.
Using state-level data from 2009 through 2018, this analysis shows that states
with duty-to-bargain rights for firefighters have fewer firefighter fatalities
than those without duty-to-bargain rights.
Further, this analysis shows that the benefit of duty-to-bargain rights
dissipates in states with a high percentage of fully volunteer fire
departments.

Public employees,including firefighters, police officers, and teachers in
most states do not have the right to strike, which is a pivotal tool of labor
unions in winning concessions in collective bargaining.
As this study shows, the duty‐to‐bargain requiring employers to bargainin
good faith is an important mechanism that influences outcomes. However, there
areother provisions in collective bargaining law that states should protect
to ensure meaningful bargaining in the public sector. State governments should
avoid nar-rowing the scope of bargaining so public employees continue to be
able to negotiate working conditions unrelated to wages. Implementing
meaningful impasse resolution procedures is also essential to protecting
collective bargaining. Without the right tostrike, states need to protect the
procedures commonly used for dispute settlement inthe public sector, which
are mediation, fact‐finding, and arbitration. Meaningful im-passe resolution
procedures encourage labor and management to follow through ontheir
commitment to bargain in good faith.
在大多数州,公共员工(包括消防员、警察和教师)没有罢工的权利,而罢工是工会在集
