Is that really the sidewalk? Or is it an informal shared street like most
urban streets in Asia? From the looks of it it seems like pedestrians are
quite accepted and common on the main roadway.

从照片上来看，主干道的行人很常见
It could be both, it’s there because it’s “supposed to be” but they also
knew pedestrians would be on the street anyway so just did the bare minimum
to say theres a sidewal

Yes. In Taiwan we use green paint for places that cannot have actual side
walks. In this example I'm pretty sure it was just to meet some regulation
requirements. No thoughts were put into design and sadly that's sort of the
culture in Taiwan. It's no surprise CNN rated it as living hell for
pedestrians.
