在信中教宗提倡发放全民基本薪资（基本收入）来协助基层劳工度过疫情：
Many of you live from day to day, without any type of legal guarantee to
protect you. Street vendors,recyclers,carnies, small farmers, construction
workers, dressmakers, the different kinds of caregivers:
你们之中有许多人的每日生计没有受到任何合法来源的保障的保护，街头摊贩、拾荒者、
表演者、小农、建筑工、裁缝、不同类型的照顾者们：
You who are informal, working on your own or in the grassroots economy, you
have no steady income to get you through this hard time ... and the lockdowns
are becoming unbearable.
非典型劳工、自雇者或是在经济阶级底层的人们，你们没有固定的收入可以帮助你们撑过
现在的艰困时期… 隔离的时期将会越发令人难以承受。
This may be the time to consider a universal basic wage which would
acknowledge and dignify the noble, essential tasks you carry out.
也许研拟实施全民基本薪资的时候到了，这将能报答与尊荣你们所承担的崇高的基层劳动
。
It would ensure and concretely achieve the ideal, at once so human and so
Christian, of no worker without rights.
