MSF Hong Kong's response to recent enquiries
致香港市民:
对于有网上帖文指无国界医生未有回应香港的状况,我们希望借此向公众详细交代。
无国界医生的团队一直有跟本地的医护同业保持联系,分享我们在紧急医疗方面的经验,
希望能够协助更多人应对迅速变化的香港状况。
我们深切关注近期香港的暴力事件持续升温。保持医疗中立、尊重医护人员的医疗责任,
以及病人可以不受阻碍下得到医疗护理,都是至为重要。
无国界医生所有行动上的决定,都是基于我们的评估小组所作的全面分析及评估。在香港
出现社会动荡之初,我们同样成立了评估小组,由一名资深医生领导,与本港医院的医护
同业、急救人员和不同团体组织等一直保持联系,确保能够全面地掌握现况,包括了解是
否有任何重大的医疗需求及缺口。评估小组的评估结果认为,香港社会各界提供的医疗资
源与救援能力都是充足的。
无可否认,过去数月,对每一位香港人来说,都是十分艰难的时刻。无国界医生重视你们
的意见,亦聆听到你们的关注。无国界医生过去数月也面对着重重挑战。
我们明白大家或许会对无国界医生感到失望。对于我们而言,这也不是一个容易的决定。
我们内部几经讨论,也预想到这个决定可能被视为对香港的情况漠不关心。然而,作为国
际医疗人道救援组织,即使结论未能尽如人意,我们也必须贯彻始终,按既定程序进行独
立评估,并根据评估结果,作出以医疗需求为本的救援决定。
无国界医生一直致力确保我们在香港的做法,与我们在其他地方——包括许多因为极不人
道的状况而危及无数生命的地方,做法完全一致。
无国界医生向香港以至世界各地的捐款者承诺,恪守不偏不倚、独立公正的原则,并维持
财政独立,以确保我们可以在不受任何政治影响下,为最有需要且处于危险中的人们提供
医疗援助。
无国界医生也在此保证,一旦发现巨大的医疗支援缺口,我们必定会采取相应行动。

Dear Hong Kong public,
In light of the comments on M崄ecins Sans Fronti锇es (MSF) about our alleged l
ack of response in Hong Kong situation today, we would like to share our thoug
hts with you.
MSF team is liaising with local medical networks and sharing our expertise on
emergency medical response to facilitate them to adapt to the rapidly changing
context in Hong Kong.
We are deeply concerned about the escalating violence in Hong Kong in the past
weeks. It is vital that medical neutrality is preserved and duty of care of m
edics are respected, and patients have unhindered access to medical care at al
l times.
Our operational decision is based on the evaluation of our assessment team, le
d by a veteran medical doctor. The team has been liaising, and continuously, w
ith medical networks, first aid responders, and organisations since the beginn
ing of the unrest to ensure that we are alerted with the medical needs and gap
s as the context evolves.
What we have learned from our assessments is that there has been immense suppo
rt amongst Hong Kong local responders and the resources and capacity to help i
s significant.
It is clear that what is happening here is difficult for Hong Kong people. MSF
values your opinion and we hear your frustrations. It is truly a tough period
for Hong Kong people, and also a challenging time for MSF during the past mon
ths.
We understand that you may feel disappointed towards us. It’s not an easy dec
ision for us, too. We are also aware, based on series of internal discussions
and debates, that we may be perceived indifferent as a result. However, as an
international medical humanitarian organisation we need to be consistent on de
monstrating our actions based on independent assessment of needs, no matter ho
w unsatisfactory the result is.
What we have been striving for is that our action today in Hong Kong is entire
ly consistent with how we work in many other difficult places where lives are
at stake in very inhumane settings.
Our commitment to all our donors around the world, including the people of Hon
g Kong who have been giving to us for years, is that we will ensure we remain
steadfast in our principles – that we will take no sides, we will be impartia
l in providing medical aid, and we will be financially independent so that we
could help populations in danger where the needs are greatest, free from polit
ical influence.
Rest assured, that MSF remain committed to act where the unmet needs are.
