尽管无国界医生已通报阿富汗及联军的军方领袖，空袭仍再持续了 30 分钟。这间
医院广为人知，其 GPS 座标亦定期与联军和阿富汗军事和民事人员分享，最近一
次为 9 月 29 日星期二。
狂轰滥炸阿富汗人道组织医院！美军承认“人为疏失”

上个月3日，“无国界医生”（MSF）组织在阿富汗昆杜兹（Kunduz）的一间医院遭
到美军轰炸，并造成30人丧生。美国军方25日公布调查结果，证实此次意外是一项
“人为疏失”，相关人员误将医院当成恐怖组织神学士（Taliban ）藏匿的据点。
北约驻阿富汗部队最高指挥官、美国陆军四星上将坎伯（John F. Campbell）表示
，在全面调查结果出炉前，军方已先将相关人员停职待最后裁决。
一连串失误酿成悲剧 是意外不是故意？
坎伯说：“美国军队绝对不会刻意去攻击一间医院，而导致这场悲剧的最主要原因
，是因人为错误及设备失常。”调查报告显示，除了美军人员误判那是恐怖份子的
庇护所外，当时执行任务的“洛克希德AC-130空中砲艇”（Lockheed AC-130
Gunship），其电子设备也发生故障，导致目标影像无法立即传输，也无法接收任
何电子讯息，而影响了指挥与控制功能。

坎伯同时也表示，AC-130战机在接近昆杜兹被导弹攻击，使得AC-130被迫偏离原本
执行任务的区域，并造成定位系统精准度受损。位于巴格拉姆（ Bagram）的空军
执行总部，在战机遭受攻击后将医院的座标传送到AC-130，他们当时的确有意识到
那是一所受保护的创伤中心的座标，但他们却没有注意到该座标同时在不得攻击的
名单上，机组人员也没有意识到他们正准备对一间医院开火。坎伯补充，加上当时
天色已黑，战机的通讯设备又受损，让整个场面更加混乱。
然而，雪夫纳（Wilson Shoffner）准将表示：“调查报告中显示有些个人行为牵
涉其中，有人并没有遵守交战规则。”

坎伯说，MSF组织表示，他们受到长达10分钟的连续攻击，接着机组人员又额外花
了17分钟才意识到他们正在攻击一间医院，直到那时，所有的轰炸攻击才结束。
MSF也要求排除美国或其他相关单位，进行独立调查。MSF的总干事史托克（
Christopher Stokes）在其写下的声明上表示：“美军的调查报告不只没有回答问
题，甚至带来更多疑问。这该多惊人？在无法看见攻击目标，也没有确认不可攻击
名单，甚至连通讯设备都是故障的情况下，美军竟然可以执行攻击任务。”
美军声称攻击目标错误是人为误判,因为MSF的医院与原攻击目标大致相似（取自美
联社）
史托克继续说：“有30个人死亡，成千上万在昆杜兹从事救护照顾工作的人被否定
，就单单只因为MSF的医院和预先设定的目标地点很接近，又‘大致符合’默认目
标的描述。”
然而，阿富汗的总统贾尼（Ashraf Ghani）表示，此项调查结果与北约（NATO）负
责的独立调查结果相符合，且他“有信心”这是一项经过精密检验的调查结果。贾
尼在其声明中表示：“我们不像恐怖份子或是其他阿富汗的敌人，他们杀害了许多
无辜的市民，不论是男人、女人或小孩。当我们在保卫国家的同时，我们也尽最大
的努力不去伤害到任何市民。美国在此项调查中没有遗漏任何事实或是证据，并且
承认所犯下的错误，让政府当局能从错误中学习，并且也让犯错的人承担责任。”
美国攻击动机及合法性令人存疑
美国五角大厦则表示，MSF已照所有正常程序做了所有该做的，包括通报美军他们
的所在位置。且依照规定美军是不可以攻击医院、学校和清真寺此类建筑，即使真
的有恐怖份子藏匿其中。
美国国会议员同时也检视著这份报告，众议院军事委员会的共和党主席索恩伯里（
Mac Thornberry）表示：“我们已经听取了坎伯将军的报告，显然此次的事件涉
及许多层面的失误，我们将继续监督调查，并与我们在阿富汗的军队密切合作，确
保这样的悲剧不再重演。”
