但是，开头的At times配上去之后我就茫了...
我对于At times的理解是 <有时...>

At times, authorities have shut down mobile internet and blocked access to
messaging apps, and on Wednesday afternoon the internet went down across much
of the country. Authorities said army units had been brought into Almaty to
restore order.
当局已多次切断移动电话通讯讯号及阻挡讯息应用程式，
于周三下午几乎全国的网络都出现故障。
当局表示，已调遣军队进入阿拉木图(Almaty)以恢复当地秩序。
