I think it is normal for KMT to do so.
Why?
Besides Taiwan it basically treated all the places in the same way.
The goverment system suffered from corruption.
The society underwent the inflation.
Who can except a tiger will eat weed
after it reachs a region and put down its feet?
That is the reason every one knows why KMT reteated to taiwan.
What Jiang wanted to liquidate was human lifes.
What Mao wanted to eradicate was human minds.
Even the cardinal killer of 228,Chen, also sunk into that, which caused his
death.
Therefore, I don't puzzle about that.
The way Chen made the most of was the same thing Jiang always used, too.
