“该公司终于承认（他们）曾经倾倒废弃物到湖里"
忽略大量形容词和副词词组之后，我们可以清楚看到：
原句舍弃They admitted that they had disposal of wastes into the lake.
这样冗长的说法，而用having 取代 that they had，
简化整段名词子句作为补语。
因此，如果你选C的理由是admit也可以直接接上名词，
或许要加上the disposal或者their disposal会比较恰当。
(如果要把admit,avoid....等字只能接Ving当成公式背，
也是有助于解题快速判断，感谢板友补充)
