看到这个问题引起热烈讨论，决定来整理一下规则上是怎么写的
目前的症结就是
1.挂框是否违反运动道德(unsportsmanlike conduct technical)

首先针对第一点

Non-unsportsmanlike conduct technical fouls are defined per NBA Rule 12,
Section V, Paragraph c, and none count towards a fine, ejection or
suspension. These fouls are assessed for excessive time-outs, defensive three
seconds, scratched player dressing and playing, excessive personal fouls
because team is out of players, shattering backboards, or delay of game. An
offensive player who intentionally hangs on the backboard, unless it is legal
for safety reasons, is fined $500 but is only assessed a non-unsportsmanlike
conduct technical foul.
官方的规则书也有明确定义

所以挂框这件事只有不是因为安全因素(避免受伤)，原则上是可以吹T的
而且这个技术犯规不属于违反运动道德的类别
而平常说吃两个T会被赶出场是指违反运动道德的T

再来就是第二个问题，也是这个T该不该吹的症结点─during the game的认定
找了一下官方的规则书发现有明确定义

(1) Pre-game and/or Half-time warm-ups—No penalty to be assessed by
officials.
(2) During the game—Non-unsportsmanlike conduct technical foul. Under NO
circumstances will that player be ejected from the game.
也就是说，除了中场休息与开赛前，基本上都属于during the game的范畴
所以裁判报告的论点是正确的
至于有没有(deliberately)故意挂框的认定就看个人主观了
