PRESIDENT TRUMP SIGNS TAIWAN TRAVEL ACT INTO LAW
川普总统签署台湾旅行法为正式法律
Today, on March 16, 2018, President Trump signed the Taiwan Travel Act (TTA –
HR535/S1051) into law.
The binding Taiwan Travel Act legislation states that Congress finds that: “S
ince the enactment of the Taiwan Relations Act, relations between the United S
tates and Taiwan have suffered from a lack of communication due to the self-im
posed restrictions that the United States maintains on high-level visits with
Taiwan.” It concludes that: “the United States Government should encourage v
isits between the United States and Taiwan at all levels.”
Members of the U.S. House of Representatives Steve Chabot (R-OH), Brad Sherman
(D-CA), and chairman of the House Foreign Affairs Committee Rep. Ed Royce (R-
CA) had introduced the Taiwan Travel Act in the House on January 13, 2017. Whe
n it passed the floor of the House of Representatives unanimously on January 9
, 2018, the bill enjoyed the co-sponsorship of 81 members of Congress.
The TTA was introduced in the Senate on May 4, 2017 as S1051 by U.S. Senators
Marco Rubio (R-FL), Sherrod Brown (D-OH), Jim Inhofe (R-OK), Bob Menendez (D-N
J), Cory Gardner (R-CO), and Gary Peters (D-MI.) At SFRC passage it enjoyed th
e further co-sponsorship of Senators Ted Cruz (R-TX) and Ron Wyden (D-OR.) It
unanimously passed the floor of the Senate on February 28.

ading the charge in the Senate on this very important issue, and to the Senato
rs that co-introduced the bill.”
Dr. Kuo concludes: “This is a memorable and great day in U.S.-Taiwan relation
s. With the president’s signature the Taiwan Travel Act will open the door fo
r top leaders of Taiwan to come to DC – including president Tsai Ing-wen.”

“台湾旅行法”是具有国会约束力的法案，它明确指出美国国会认为“自从台湾关系法制
定后，由于美国自身对于台湾高层访美的自我设限，台湾与美国始终缺乏有效的沟通，显
着地阻碍了台美关系的发展。”因此，作为结论，“美国政府理应当促进美国与台湾之间
所有层级的互访。”
众议院成员夏波(Steve Chabot，R-OH)、薛尔曼(Brad Sherman，D-CA)，和外交委员会主
席罗伊斯议员(Ed Royce，R-CA)在2017年1月13日共同在众议院提出台湾旅行法。该法案
在今年1月9日在众院无异议通过时，享有81位众议员的连署支持。
2017年的5月4日，台湾旅行法在参议院由参议员鲁比奥(Marco Rubio， R-FL) ，参议员
布朗(Sherrod Brown， D-OH)，参议员殷荷菲(Jim Inhofe，R-OK)，参议员梅南德兹(Bob
Menendez，D-NJ)，参议员贾德纳(Cory Gardner，R-CO)，与参议员彼德斯(Gary Peters
，D-MI)共同提出。在通过外交委员会前，参议员克鲁兹(Ted Cruz，R-TX)与怀登（Ron W
yden ，D-OR）也共同连署支持此项法案。该法案在2018年2月28日在参院投票时无异议通
过。
台湾人公共事务会会长郭正光博士说道：“我们特别感谢鲁比奥参议员在参院领衔，会同
其他连署参议员，共同提出这个重要的法案。 ”
郭博士以此作结：“今天，是台美关系中十分值得纪念且美好的一天。 台湾旅行法由总
统签署立法后，将开启台湾高层官员—包括总统蔡英文女士—前往华府访问的大门。”
