pitch clock is supposed to stop. Pitchers who violate the rule are

因为投球计时器是计算到投手开始投球动作为止。但某些投手投球
前脚动来动去会有争议:
这段时间到底要算成他开始投球，因此不算超出时间，
还是他还没投球，因此摇太久就超时犯规。
